"Is it more advantageous to be governed by the best man or by the best laws?" 2) What does the quote mean?  This quote means that should the one best person rule, or should all be ruled by the written concrete law?. The best man might be able to apply a law successfully on a particular case, with all his desires, passion, feelings and judgement or is the written law better because it is free and unaffected by desires,corruption of men and perverted passions. 3) Why did you choose this quote?
